The EU conducts a review of the safeguard measures for imported steel products

On December 17, 2021, the European Commission issued an announcement, deciding to initiate a review and investigation of the European Union’s steel products (Steel Products) safeguard measures.

The main contents of this review investigation include:

(1) the allocation and management of tariff quotas;

(2) whether the traditional trade volume is squeezed;

(3) whether the imports enjoying the “WTO developing countries” treatment continue to be exempted;

(4)  Degree of liberalization;

(5) Changes in U.S. Clause 232;

(6) Other changes in circumstances that may lead to changes in the number of quotas and allocations.

The review result is expected to be made no later than June 30, 2022.

On March 26, 2018, the European Commission initiated an investigation of safeguard measures against imported steel products. On July 18, 2018, the European Commission made a preliminary ruling on this case. On January 4, 2019, the World Trade Organization (WTO) Committee on Safeguard Measures issued a notification on the final determination of safeguard measures submitted by the EU delegation on January 2, 2019, and decided to impose a 25 % Safeguard tax. On January 31, 2019, the European Commission implemented safeguard measures on imported steel products.
