The United States Has Made Initial Anti-Dumping Measures

On August 21, 2018, the US Department of Commerce announced an anti-dumping preliminary ruling on imports of large diameter welded pipes from China, Canada, Greece, India, South Korea, and Turkey.

Preliminary ruling:

  1. the dumping rate of Chinese manufacturers and exporters is 132.63%.
  2. the dumping rate of Canadian producers and exporters is 24.38%.
  3. the dumping rate of Greek producers and exporters is 22.51%.
  4. the dumping rate of Indian producers and exporters is 50.55%.
  5. the dumping rate of Korean manufacturers and exporters is 14.97%~22.21%.
  6. the dumping rate of Turkey producers and exporters is 3.45%~5.29%.The case involves products under the United States Coordinated Tariff Numbers 7305.11.1030, 7305.11.1060, 7305.11.5000, 7305.12.1030, 7305.12.1060, 7305.12.5000, 7305.19.1030, 7305.19.1060, 7305.19.5000, 7305.19.5000, 7305.31.4000, 7305.31.6010, 7305.31.6090, 7305.39.1000 and 7305.39.5000.

The US Department of Commerce is expected to make final anti-dumping rulings on China and India’s products on November 6, 2018, and the other four countries’ products on January 3, 2019.

On February 12, 2018, the U.S. Department of Commerce announced the launch of a dual-anti-dumping investigation into imports of large-caliber welded pipes from China, India, South Korea, and Turkey, and an anti-dumping investigation into imports from Canada and Greece.

On March 5, 2018, the U.S. International Trade Commission (USITC) issued an announcement to make an affirmative preliminary judgment on the damage caused by anti-dumping and countervailing industries to large-caliber welded pipes imported from China, India, South Korea, and Turkey, and an affirmative preliminary judgment on the damage caused by anti-dumping industries to products imported from Canada and Greece.
