The project is carried out in phases, with a total planned investment of 30 billion for the construction of a nickel alloy production base, which will eventually reach an annual production scale of more than 3 million tons of hot and cold rolled stainless steel coils. Forming one of the country’s large-scale nickel alloy production bases, filling the gap in nickel alloy production in Fujian Province, and playing a demonstrative role in the development of the economic construction of the Luoyuan Bay Port Industrial Zone on the west side of the Straits.

The first phase of the construction project is an annual output of 920,000 tons of nickel Ni5-25 nickel alloy and an annual output of 820,000 tons of hot-rolled stainless steel strips. The project investment exceeds 4.5 billion yuan. It is a key project under construction in Fujian Province in 2007, 2008, and 2009.
The construction project started to fill the beach in October 2005 and began construction in October 2006. In March 2009, the project with an annual output of 820,000 tons of hot-rolled stainless steel coils and strips was completed for trial production. At the end of the same year, the project with an annual output of 920,000 tons of nickel alloys was completed for trial production.
The project introduces Ukraine’s advanced smelting patent technology, makes full use of foreign laterite nickel resources, and develops efficient use of low-grade laterite nickel ore. The project construction focuses on investment in environmental protection facilities, smoke and dust gas emissions, solid waste treatment, sewage treatment, and waste acid. Environmental protection facilities such as treatment and noise elimination account for 20% of fixed-asset investment.
The project adopts a series of energy-saving technologies such as heat delivery, continuous rolling, and heating system selection of energy-saving regenerative heating furnaces, blast furnace gas recycling, and motor frequency conversion to achieve the purpose of energy-saving and consumption reduction.
After the first phase of the project reaches production, it will produce 920,000 tons of nickel alloy and 820,000 tons of nickel alloy hot-rolled coils and strips annually. The new annual industrial output value is more than 10 billion yuan.
The second phase of the construction project invested 8.7 billion yuan, reaching an annual production scale of 250,000 tons of nickel 15-40 nickel alloy, 400,000 tons of cold-rolled stainless steel, and 2 million tons of hot-rolled nickel alloy plates.
